2016 GIRLS’ VOLLEYBALL RULES
Host gyms must text (4142189900) or email (hochscms@hotmail or yahoo.com) to Mark Hochschild by 9:00 PM on the day of the match. Rules or officials questions will also be handled through Mark Hochschild. Scores and standings will be issued on the Monday morning following the matches.
All WIAA volleyball rules apply to all grades with the following exceptions/clarifications:
Team rosters and fees are due the Wednesday before the first match. Rosters must be signed by the athletic director and principal/religious education director. Teams shall not play, but will forfeit matches until completed rosters and fees are submitted to the proper league officials. No player may be added to the roster without the consent of the League Director/Coordinator. Failure to do so could result in forfeiture of all games in which the added player participated.
Players must attend the school or Christian Formation/Religious Education program at the school which the team represents.
If a school is combining two grades to make up one volleyball team, team should play at the upper grade level. A team may have players from a higher grade level provided the next higher grade does not have a team due to insufficient number of players. Only two players from the higher grade level can be on the court at one time.
Parishes/school entering multiple teams in one grade:
Grade 5 & 6 – a parish/school which enters more than one team in one grade must divide the talent equally.
Grades 7 & 8 – a parish/school which enters more than one team in one grade MAY divide the teams into “A” and “B” teams. The “A” team must clearly have superior talent when compared to the “B” team. A parish/school, which enters more than one team in one grade, must have an annual tryout to ensure the proper distribution of talent. The division of talent must be easily recognizable.
Especially in the grade 5 and 6 levels, standings will be monitored by the League Director/Coordinator to ascertain equality of teams from the same parish/school.
It is mandatory that one side of the uniform be numbered, but numbers on both sides is highly recommended. Uniforms must be worn as the manufacturer intended. Tops cannot be tied off in front, side, or back. The libero’s uniform must be easily recognizable from all sides as being in clear contrast to other members of the team.
Players may not wear any jewelry, nor may any jewelry be taped over, with the exception of a medical alert medal which must be taped to the body under the uniform. The penalty will be an unnecessary delay assessment.
Hair may be controlled by unadorned flat barrettes, bobby pins, or flat clips, all no longer than two inches. Soft ribbons will be allowed, beads are not. No glitter or face paint is allowed. Penalty is an unnecessary delay assessment.
The home team has choice of bench. If neither team is playing in their own gym, the team listed first on the schedule will be the home team.
Prior to the first set of the match at a given sight, the referee will hold a pre-match conference with coaches and captains to review ground rules and conduct a coin flip. The visiting captain will call and flip winner has choice to serve or receive. This conference will be held fifteen minutes prior to the scheduled start of the match. If an official is not on sight at that time, coaches will conduct the flip. Conferences for succeeding matches will be held immediately after the previous match or fifteen minutes prior to the next scheduled match, whichever is later.
Warmups will be 2 (shared court) – 4 (home team on court, including serving time) – 4 (visiting team on court, including serving time) minutes. If there is not enough time between matches, officials will determine a proper warm up period in discussion with coaches.
Teams must be ready to play within five minutes of the scheduled time for the first set and another five minutes for the second set, or the team will forfeit the match. If a team has arrived after the forfeit time has expired, it will be up to the opposing team to determine if the sets will be played. If the team forfeits twice, they will pay a forfeit fee of $50, payable to the league, before they are able to continue playing in the league.
Each team is responsible to provide one line judge. These should be 7th or 8th grade school or club volleyball players, high school students, or adults. Referees are expected to review rules with line judges prior to the match.
Roster and line up sheets must be submitted to the scorer’s able prior to each set. They remain at the table throughout the set. Players must be listed in their proper serving order, the first person to serve on the team being listed as #1.
Matches will be best two out of three sets. All three sets will be played. Sets 1 and 2 will be played to 25 with a cap of 27. Set 3 will be played to 15 with a cap of 17. A coin flip prior to the third set will only take place if the set is the deciding set in the match. The home captain will call the coin toss and will have choice of serve, receive, or bench. If the third set is not deciding, the team losing the first two sets will have serve for the stat of the third set and will have choice of bench.
Five players are needed to start a set. When beginning a set with five players, they will occupy positions 1 through 5 on the court. When the rotation comes to the open position, the opposition will get a penalty point. Once a 6th player becomes available, they must be put in the open position.
To begin the first set of a match, the players will line up on their respective end lines. The referee will direct players from both teams to the centerline for friendly greetings. At the end of the first set, they will go directly to their new benches, following traditional routes around the standards. At the end of the second set players go to their own benches until bench choice is decided upon by the coin flip. At the end of the match, players go directly to the net to congratulate each other.
All teams will rotate into the serve. Serving time after the whistle blows is 5 seconds. Team must be ready to play immediately after each rally. All girls in uniform in grades 5 through 7 must play the equivalent of one set per match.
The referee shall have the power to make decisions on any point not specifically covered in these rules. The decision of the referee shall be final.
Each team is limited to two time outs per set. Teams must be on the court ready to play at the end of the 60 seconds. Failure to do so will result in an unnecessary delay assessment.
Substitutions must report to the referee before entering the playing area. There are unlimited entries per player in a set. There is a maximum of 18 team substitutions per set. Libero replacements do not count as substitutions.
Substitutions during a time out will follow regular check in procedures at the conclusion of the time out.
A libero MAY be used at the 7th and 8th grade “A” level only. Teams using a libero must provide a libero tracker. Liberos may only enter the court between the attack line and the end line. Replacements can only take place: at the start of the match after lineups have been checked, after the end of a rally and prior to the whistle and signal for serve, after a time out after a players have returned to the court. The libero may serve in one position in the serving order. The libero may only be replaced by the player she replaced.
Games ball in grade 7 and 8 must be a regulation WIAA ball and bear the NFHS authenticating mark. The Tachikara Volleylite ball will be used for 5th and 6th grades. The NFHS mark is not required on these balls.
Net antennas are required. The net height is 7 feet, 4-1/8 inches. Referee stands, standards, and net wires must be padded to a height 5 feet 6 inches above the floor.
Gym will have a first aid kit and ice for proper immediate treatment of injuries. All gym will have an adult (age 21+) supervisor present on site to handle all appropriate situations, including behavior of spectators who show poor sportsmanship or interfere with play. Any fan ejections should be reported to the league.
A copy of the North Shore rules is to be kept at the scorer’s table. A National Federation of High Schools rulebook is also recommended.
Scorekeepers are part of the officiating team, but the responsibility of the gym supervisor. Scorekeepers should be high school students or adults. Only scorekeepers/scoreboard operators should be at the scorer’s table.
All lines on the court must be clearly marked, including the 24 ft. 5th and 6th grade serving line. Only 5th graders may serve over hand from the 24 ft. line. Players may use the sideline to sideline serving area.
The use of artificial noisemakers including bells, whistles, horns, etc. is prohibited from being used at any time.
All coaches must be in compliance with Archdiocesan certification requirements.
Only the head coach may stand during the match, in front of his team’s bench, between the attack line and the end line. All other coaches, players, and other team personnel must remain seated on the bench except for timeouts, substitutions, reactions to good plays, or if an assistant coach needs to tend to an injured player. Violations will be enforced.
It is the coach’s responsibility to control the behavior of their team and help control the behavior of their spectators. Failure to do so could result in a forfeit of the match.
Coaches or players ejected from a match will be suspended from their next match, including a second match scheduled the same day. Officials will file ejection reports.
Only rostered players and assigned coaches may occupy the team’s bench. Siblings of players and coaches are NOT allowed on the bench during match play. No more than three non-players may be on the bench.
Each school’s Athletic Director shall approve all tournaments that will be played by their teams to ensure league games take precedence over tournaments.
Archdiocesan guidelines state, “A student-athlete may participate with a non-archdiocesan team in the same sport during the season provided that student’s priority and commitment is with the parish/school team.
Additional archdiocesan guidelines:
5th and 6th grade practices maximum of 2 per week, no more than 1-1/2 hours long
7th and 8th grade practices maximum of 2 per week, no more than 2 hours long
No more than 18 matches during the season, exclusive of tournaments
5th and 6th grade – no more than 2
7th grade - no more than 3
8th grade - no more than 3, not counting the Seton
The maximum number of matches a team may participate in during one day is three.
